Who is Anna Hazare?

He once contemplated suicide and even wrote a two-page essay on why he wanted to end his life. Anna Hazare was not driven to such a pass by circumstances. He wanted to live no more because he was frustrated with life and wanted an answer to the purpose of human existence.

The story goes that one day at the New Delhi Railway Station, he chanced upon a book on Swami Vivekananda. Drawn by Vivekananda's photograph, he is quoted as saying that he read the book and found his answer - that the motive of his life lay in service to his fellow humans.

Today, Anna Hazare is the face of India's fight against corruption. He has taken that fight to the corridors of power and challenged the government at the highest level. People, the common man and well-known personalities alike, are supporting him in the hundreds swelling to the thousands.

For Anna Hazare, it is another battle. And he has fought quite a few, Including some as a soldier for 15 years in Indian Army. He enlisted after the 1962 Indo-China war when the government exhorted young men to join the Army.

In 1978, he took voluntary retirement from the 9th Maratha Battalion and returned home to Ralegaon Siddhi, a village in Maharashtra's drought-prone Ahmadnagar. He was 39 years old.

He found farmers back home struggling for survival and their suffering would prompt him to pioneer rainwater conservation that put his little hamlet on the international map as a model village.

The villagers revere him. Thakaram Raut, a school teacher in Ralegaon Siddhi says, "Thanks to Anna's agitations, we got a school, we got electricity, we got development schemes for farmers.''

Anna Hazare's fight against corruption began here. He fought first against corruption that was blocking growth in rural India. His organization - the Bhrashtachar Virodhi Jan Andolan (People's movement against Corruption). His tool of protest - hunger strikes. And his prime target - politicians.

Maharashtra stalwarts like Sharad Pawar and Bal Thackeray have often called his style of agitation nothing short of "blackmail".

But his weapon is potent. In 1995-96, he forced the Sena-BJP government in Maharashtra to drop two corrupt Cabinet Ministers. In 2003, he forced the Congress-Nationalist Congress Party (NCP) state government to set up an investigation against four ministers. In April this year, four days of fasting brought thousands of people out in support of his crusade against corruption. They also made the government realise it could not be dismissive about Anna Hazare and his mass appeal.

His relationship with the UPA government continues to be uneasy. The truce of April was short-lived. An exercise to set up a joint committee made up of equal numbers of government representatives and civil society activists, including Anna Hazare came to naught when the two sides failed to agree and drafted two different Lok Pal Bills. The government has brought its version in Parliament and Team Anna is livid.

The Gandhian is soldiering on. From one battle to another in his war against corruption. He fought from the front to have Right to Information (RTI) implemented. He is now fighting for the implementation of the Jan Lokpal Bill, the anti-corruption bill drafted by his team of crusaders.

This year, more than 30 years after Anna Hazare started his crusade, as the 74-year-old plans a second hunger strike in Delhi against large-scale corruption at the national level. Nothing really has changed except the scale of his battle.

After Anna Hazare, netizens support from Sharmila .

New Delhi, April 12 : They went all out to support Anna Hazare's fast against corruption, and now netizens are rooting for Manipur's 'Iron Lady' Irom Chanu Sharmila, who has been on hunger strike for 10 years to demand repealing of AFSPA, a controversial law that gives sweeping powers to the armed forces."After Anna Hazare's effort, I am supporting Irom Chanu Sharmila. Are you?" writes Bhautik Sheth on Facebook.

"If the demand for Anna can be met in a few hours of fast, why her demand can't be met when she is on a fast for 10 years?" writes Reshma.

Sharmila is on a fast since Nov 4, 2000, demanding repealing of the Armed Forces (Special Powers) Act from Manipur and other states of the country's northeast.

Her story, more than a decade old, started with the infamous Malom massacre of November 2000 when 10 people, including a 1988 National Child Bravery Award winner, were gunned down by security forces in Malom town of Imphal valley.

The paramilitary forces claimed the civilians died in cross-firing.

"The lack of government response convinced Irom Sharmila Chanu, then 28, to act. On the evening of Nov 4, after taking blessings from her mother, she launched her hunger strike against the wider problems of AFSPA. In due course she extended the scope of her demand to all regions of India's northeast where AFSPA has been imposed," says the Facebook page on Sharmila.

AFSPA confers special powers upon the armed forces in "disturbed areas", including most of the northeast and Jammu and Kashmir. Enacted 52 years ago, it gives sweeping powers to the security forces to curb terrorism - and many like Sharmila say it has been widely misused.

"She has not met her mother once these 10 years: her pact with her unlettered mother is that they will see each other only after she achieves her political goal. Her body organs have begun to degenerate irreversibly; her menstrual periods have halted. The tube through which she is forcefully fed is continuously painful," reads a cause dedicated to demanding a Nobel prize for the woman, who is popularly called the 'Iron Lady of Manipur'.

The page has so far been supported by over 8,400 people.

Sharmila is fed forcefully, three times a day, through a nasal tube, which has become a part of her identity being featured in all her pictures.

"Anna's fast got its hearing, why not Irom," writes Asha Singh, a Madhya Pradesh based journalist on her Facebook page.

"The younger generation of Manipur is indeed inspired by this Iron woman deeply. We all stand by Sharmila and for the cause. It's all about a balanced democracy and governance all over the country. Certain section of Indian society, specially NE (northeast) and particularly Manipur, should be treated differently or step-motherly. We want equality in all aspects..!," writes Robindro, who hails from Imphal.

Micro-blogging site Twitter too has comments comparing Sharmila's fast to that of Gandhian Anna Hazare, reminding people about her and asking why her fast has not been heard.

"Irom Sharmila will be on hunger strike while the establishment continues to ignore her... worth sparing a thought," writes Avinash Iyer on Twitter.

Anna Hazare, who is from Maharashtra, was on a fast unto death last week to demand a strong anti-graft Lokpal Bill with the involvement of civil society. But 97 hours later, he broke his hunger strike as the government gave into his demands.

Anna Hazare refuses to sign personal bond, gets 7 day judicial custody

New Delhi: Anna Hazare was remanded to seven-day judicial custody on Tuesday after he refused to sign personal bond.

Anna was asked to sign undertaking that he will not violate Section 144.

He is being taken to Tihar Jail from Rajouri Garden Police Station.

Hours before he was to launch his fast against corruption, Anna Hazare was detained by the Delhi Police on Tuesday here preventing him from going ahead with his protest.

Two other prominent activists Arvind Kejriwal and Kiran Bedi were also taken into preventive custody at Rajghat, Delhi Police said.

The 73-year-old Gandhian was taken into custody from a residential area in Mayur Vihar before he was to proceed to the venue of his fast in J P Park where prohibitory orders are in place.

According to sources, senior police officials, including DCP (Crime) Ashok Chand, met with Hazare on Tuesday morning at an east Delhi apartment where he was staying in a bid to convince him to not go ahead with his planned protest defying prohibitory orders at J P Park.

However, Hazare turned down the request following which he was detained.

"We have detained him as he did not budge from his position of defying prohibitory orders," police official said.

Flaying the police move, Bedi said, "Emergency has revisited the country."

"This detention is undemocratic and unconstitutional," she said.

Around 500 supporters were with Anna at the time of his detention.

Chanting 'Bharat Mata ki jai' and 'Vande Matram,' supporters created hurdles in the way of the police which were trying to take him to a nearby police station.

Ahead of the proposed fast by the Gandhian, a group of people had thronged the east Delhi apartment where Hazare was staying to pledge their support to his protest.

Security personnel, including some in plain clothes and some from the special branch, were deployed around the apartment premise.

Around 500 police personnel have been deployed from early morning itself after the city police imposed Section 144 around the park, police sources said.

Hazare had asked his supporters on Monday to fill up jails across the country if he was arrested after being denied permission to hold fast here.

After Prime Minister Manmohan Singh slammed him for resorting to fast as a protest when the Parliament was seized of the Lokpal bill, the Gandhian had said he will go to J P park despite the Delhi Police imposing prohibitory orders.

"I come to understand that I will be refused permission. We will go there. If I am arrested, I will continue my hunger strike in jail. If I am released, I will go back to the venue and this circle will continue," he had said.

He said once he is arrested, people should fill up the jails in every village across the country.

"Going to jail for the country is no crime...It is a decoration," he said.

Delhi Police spokesperson Rajan Bhagat had said that prohibitory orders under Section 144 CrPC has been imposed in some areas of Daryaganj and IP police stations, which include Jai Prakash Narain Park and Shaheed Park.

Hazare had also accused the Prime Minister of "speaking" the language of his ministerial colleague Kapil Sibal, saying the Lokpal bill was before the Parliament which will take the call.

Detention is beginning of second freedom struggle: Hazare

Meanwhile, describing his detention by the police as the beginning of the "second freedom struggle", Anna Hazare asked people to participate in a "jail bharo" agitation.

"My dear countrymen, second freedom struggle has begun and now I have also been arrested. But will this movement be stopped by my arrest. No not at all. Don't let it happen," Hazare said soon after being detained by the police.

The 73-year-old Gandhian asked people to court arrest and go to jails as part of the country-wide agitation against corruption and to demand a strong Lokpal.

"Time has come my countrymen when there should be no place left in jails in India to accommodate any more persons," he said while asking people to maintain peace.

"I once again request my fellow countrymen that peace should be maintained and there must be no violence...Crores of people have joined this movement and second line of leaders are standing to lead this movement," he said.

Hazare said leaders like Kejriwal, Bedi, Prashant Bhusan,Manish Sisodia, Arvind Gaud, PV Rajgopal, Shanti Bhusan and Akhil Gogoi will lead the agitation.

"There are many who will continue to lead you and this fight will go on," he said.

Meanwhile, Kiran Bedi said "somebody else" is behind the police action as the force is capable enough to handle such peaceful protests.

"This has not been done by the Delhi Police, somebody else is behind it. Delhi Police is capable enough to handle such peaceful protests," she said.

"When Anna asked the police about his crime, police said they were following orders," Bedi added.

On detention of Hazare, she said there is not much difference between detention and arrest.

"What is the difference between detention and arrest? There's no difference. When you are detained that means you are temporarily arrested and when your freedom is curbed, that is arrest," she said.

Team Hazare to move SC against detentions

Team Anna said they will approach the Supreme Court against detention of the Gandhian and his supporters ahead of the proposed indefinite fast, claiming the police action was "totally undemocratic".

"We will move the Supreme Court," Prashant Bhushan, lawyer and close associate of Hazare, told a news agency.

Terming the detentions as "totally undemocratic", the lawyer said the action showed that the government has no regard for fundamental rights of the citizens.

"Time has come to rise up against this government. We appeal to people to protest against the government peacefully," Bhushan said. Bhushan's father and former Law Minister Shanti Bhushan was also among the detainees.

PM calls for emergency Cabinet meet

Prime Minister Manmohan Singh scheduled an emergency meeting of the Cabinet Committee on Political Affairs in the Parliament House following the detention of Gandhian activist Anna Hazare.

The meeting will take stock of the situation arising out of Hazare's detention by the Delhi Police early morning, hours before he was set to proceed on an indefinite fast demanding a stronger Lokpal Bill to deal with the corrupt.

Others scheduled to attend the meeting include Home Minister P. Chidambaram, Finance Minister Pranab Mukherjee, Defence Minister A.K. Antony and Agriculture Minister Sharad Pawar, officials in Prime Minister's Office said.

External Affairs Minister S.M. Krishna, Renewable Energy Minister Farooq Abdullah, Human Resource Development Minister Kapil Sibal and Railway Minister Dinesh Trivedi are also scheduled to attend the meeting, they added.

Hazare, 74, had announced on Sunday he would proceed with his indefinite fast at the Jai Prakash Narain Park near Feroz Shah Kotla Stadium close to the old quarters of the city. The Delhi Police had imposed prohibitory orders there.

He was detained along with some 250 of his supporters including activist Arvind Kejriwal and former top cop Kiran Bedi. Some of them were taken into custody from other places in the city.

"Don't let my arrest stop this movement. This is the nation's second struggle for freedom. The entire world has come to know how deep rooted corruption is," Hazare had said in a statement, minutes before his detention.

His supporters, who were detailed from various places, described the police action as unconstitutional.

Advani not surprised at Hazare's detention

Meanwhile senior BJP leader L K Advani said he was not surprised at the detention of Anna Hazare and charged the government with looking for scapegoats and stopping peaceful protests instead of fighting corruption.

"I am not surprised at this development. This is the direction in which this government is moving. Instead of dealing with the problem of corruption and owning responsibility it is trying to find scapegoats and stopping peaceful protests," Advani told the agency.

Asked about the government's stand that since the Lokpal has already been introduced in Parliament, Hazare should present his views to the Standing Committee, Advani said, "This is not the issue. Why should the government stop a peaceful protest".

On the corruption charges levelled against Hazare by the Congress, Advani said, "I don't want to say anything as I don't know all the facts. But he (Hazare) has already answered this."

Advani said the NDA leaders will meet shortly to decide their strategy in the Parliament on this issue.

Sources said the NDA is likely to raise a storm in the Parliament over Hazare's detention.

Anna’s message to countrymen.

On the eve of Anna’s proposed indefinite fast he called upon the people of the country to come and join him in the fight against corruption. He questioned the relevance of the Independence that our freedom fighters achieved after several sacrifices, when millions in this country are still dying of starvation. He assured that if the Jan lokpal comes then 60-65 percent of corruption will be eradicated.
He said the purpose of the protest is not to bring down any govt, the system needs to be changed not the govt. He said if he is not allowed to protest and is arrested, the countrymen should be ready for ‘Jail Bharo’. He appealed the people to come out on the streets and protest peacefully and not to resort to any sort of violence, not cause inconvenience to public or damage public or private property.

He said the common man is suffering from rising food prices because of black marketing and hoarding and the government is still not listening to common man’s voice. He said national natural resources are being exploited and the money is going to capitalists. Farmers’ lands are being snatched from and is going to brokers and builders, isn’t it corruption?

Anna said lot of students are coming out in support of Jan Lokpal because they are also suffering because of corruption. People with money manage to secure seats in collges while deserving students do not get admission. He said it is the young generation’s support that gives him hope that the corrupt system will change. He expressed confidence that Jan Lokpal will be a reality and he is ready to forsake his life for the country.

Meanwhile, in a clear violation of our constitutional right to peacefully protest, the government has denied Anna Hazare the permission to hold indefinite fast at JP Park, which initially was proposed by Delhi Police itself.

The reason which the Delhi Police has cited to allow us to protest at Jay Prakash Narayan Park is not accepting 6 unconstitutional conditions they have put in the 22 point undertaking. Delhi police was given an undertaking on all the lawful provisions they had sought. Out of the 22, undertaking was given on 16 provisions. We mention below the 6 provisions which we refused to accept and why:

- a guarantee that not more than 50 vehicles will be parked. while parking area can accommodate many more vehicles.
- that not more than 5000 people will gather although the capacity of the park is in excess of 20,000.
- the protest will be for only three days, while we have sought indefinite.
- there will be no tent or protection for the assembly of people, this will make it extremely uncomfortable for the public, should there be rainfall or other severe weather conditions, that wish to join the protest
- that a government doctor will examine Anna to decide whether he is in danger and needs to be taken away. We want an independent doctor to continuously examine Anna, as was done during the fast in April.
- That there will be no loudspeaker or amplified audio facilities. This would put a large crowd in danger, as no instructions can be given to maintain order in case too many people gather.

We reject these conditions as they are a clear violation of our fundamental rights.
One more reason they cited was that we do not have the permission from the land owning agency, while when they agreed upon the venue the Police itself had assured us that they will help us getting the permission from CPWD.
Anna said the fast will go on as planned and that if he is stopped from holding a peaceful protest at the venue he will court arrest.
